The commissioning of an Oil & Gas facility involves the process of bringing the facility into operation and ensuring that all systems and components are functioning as intended. In order to verify that the facility is ready for full-scale operation, a series of systematic and controlled activities, tests, and inspections are conducted. A successful commissioning is a critical phase in the lifecycle of a facility, and its successful completion ensures the facility is safe, reliable, and ready for its intended purpose in the oil and gas supply chain. The FLOWI team will perform all of these activities to the highest standard.

Here are key steps involved in the commissioning of an oil storage terminal:

Pre-Commissioning Activities

  • Verification of Contractors’ documents related to equipment and systems.
  • Verification of Contractors Pre-commissioning procedures.
  • Preparation of commissioning Procedures.

Functional Testing

  • Verification of records related to individual components and systems testing to ensure that they function properly.
  • Verifying that safety systems, such as fire suppression and emergency shutdown systems, are operational.

Integrated Systems Testing

  • Testing the interaction and coordination of various systems in coordination with the contractors to ensure that they work seamlessly together.
  • Checking the integration of automation and control systems.

Performance Testing

  • Verifying the performance of the storage tanks in terms of capacity, pressure, and temperature.
  • Conducting tests to ensure the efficient loading and unloading of products.

Safety and Emergency Response Testing

  • Testing emergency response procedures and equipment.
  • Conducting drills to ensure a rapid and effective response to potential incidents.

Documentation and Training

  • Preparation of standard operating procedures for all the major operations, maintenance activities and safety systems.
  • Completing all necessary documentation and record-keeping for compliance.
  • Providing training to operational staff on the use of equipment, safety procedures, and emergency response protocols.

Handover to Operations

  • Officially handing over the facility to the operations team for full-scale commercial operation.
  • Implementing a transition plan to smoothly transfer responsibility from the project team to the operational team.
